City Council Vote Clears Way for Linden Park Commons Development

A critical milestone in the Linden Park Commons development was passed on November 16 when City Council unanimously passed two ordinances authorizing purchase and development of several properties on the north side of North Bend Road. The Linden Park Commons development is envisioned as consisting of mixed-use housing, retail and entertainment complexes.

The underlying agreements, which cleared the City Planning Commission on November 4 and Council’s Finance Committee on November 14, were the result of lengthy negotiations involving the City, Al Neyer, Inc., the property owners and the College Hill Community Urban Redevelopment Corporation (CHCURC). These agreements call for the city to buy the Shuller and Eastern Star/Masonic properties, for Neyer to purchase the site on which the former Kroger store is located, and for all the properties to be turned over to Neyer for development per plans developed by the community and agreed to by the City.

Building the Hill!

Hi, College Hill!

The College Hill Community Urban Redevelopment Corporation (CHCURC) is very proud and excited to announce the passage of the Sale of Land Agreement, a major milestone in the Linden Park Commons Development project. The agreement is between Al Neyer, Inc., College Hill's selected developer for the intersection of Hamilton Avenue and North Bend Road, and the City of Cincinnati. The passage of the agreement gives the authority for the City Administration to purchase the Shuller and the Masonic Eastern Star Home properties, on the condition that Al Neyer, Inc., purchases the Kroger property and develop all three properties per the plans developed by the community and agreed upon by the City.

City Council passed two ordinanances to implement the agreement. The first ordinance authorized a transfer of Community Development Block Grant (CDBG) funds to College Hill. The second ordinance authorized the City Manager to enter into the Contract for Sale of Land for Private Redevelopment with Al Neyer, Inc., for the property at Hamilton Avenue and North Bend Road. The City Administration introduced the agreement in Council at their November 8, 2005 meeting. Council referred it to the Finance Committee, which passed it unanimously this past Monday, November 14th. The agreement went back to Council for final approval on Wednesday November 16th.

The long awaited Sale of Land Agreement vote took place in City Council chambers. The vote was 9-0 for passage. Carol Lyon, President of CHCURC, Ken Lyon, editor of the eNewsletter, and I were in attendance as were Neyer representatives Jim Neyer, Vice President of Real Estate, and Gail Paul, Corporate Communications. It was thrilling to hear the kudos expressed by the Mayor and the Council Members for the College Hill community's vision, plan, hard work, perseverance and tenacity to see the project through to this momentous step in the redevelopment at the intersection of Hamilton Avenue and North Bend Road.

Getting control of the land is the first step in the redevelopment process. Timing for the purchase of the lands needed for the development is favorable right now: All the landowners are ready and agreements have been made and the City and the College Hill community have formed a partnership to develop this gateway to our business district.

The community is working with Al Neyer, Inc.--a company known for its integrity. The agreement includes safeguards to insure the developer will proceed with the Linden Park Commons development in a timely manner.

All of College Hill should be pleased and energized by this recent development. This project will be the largest investment--private or public--in College Hill’s history. We can all be proud that we, as a community, have joined together to support and bring about this impetus for a new Renaissance to College Hill.
